You will be first given the choice to choose between two sides right after Unbound Quest, depending on whether you follow Hadvar or Ralof to your next location. Following that little clean-up, Tullius will have you Take Oath, and you will officially be man or woman in service of the Imperial Legion and Empire.Much of the Stormcloak doctrine stems from Ulfric's view that Skyrim should secede from what he considered a corrupt, crumbling Empire one that has already been defeated by Thalmor. She will give you the task of clearing Fort of its pesky Bandit infestation in a Quest called Joining Legion. To join Imperials, go to Solitude and speak to General Tullius, who will direct you to Legate Rike, his second-in-command. After killing the Ice Wraith, return back, report in, Take the Oath of Stormcloaks, and you have join sides with Stormcloaks.

With several of his policies being nationalistic in tone, many non-Nord and some Nords consider Ulfric to be prejudice. In addition to his qualms about how Empire's politics are affecting his homeland, he also resents Empire for what he sees as unjustly criminalizing Nord people for desiring to rule themselves and disregarding sacrifices of all soldiers who fought in the Great War by appeasing oppressive demands of Aldmeri Dominion. He also sees the Empire as an obstacle which is preventing his people from ridding his homeland of Thalmor influence.
